Web Sites VS. Web Apps

Site vs App
After reading the article I realized that the majority (of the population) uses web applications and call them websites, even me included! There are a lot of desktop applications out there but Ive personally used Spotify, Evernote, Slack, and Skype. A web application like the ones stated are usually updated every second. I usually see links to websites on web applications to redirect me to another page that is a website but I have never went out of my way to do so. A website is more static and not often updated so the best example of that would be apartment websites where they would show floor plans and rent prices.
Build it and they will come
A site I would love to build would be for a foreign language students. I work with a teacher who sets up events to expose students at his school district to different languages and he is very tech oriented. In these events he highly encourages students to ask questions or statements in the common language theme and I think it would be awesome to build an app that would allow students to properly practice their pronunciation of sentences to better ask or for a proper conversation. A lot of the time students use google translate and google would give a literal translation. The app would be a lot of work but I think with the appropriate people the ability to make one is there. Having to use the proper grammar goes a long way for a lot of different languages and the last thing a person who is still learning needs is to get in trouble for saying the wrong things. I want to make an app that helps them wherever they are and successfully teach them a language properly.
